崇神天皇(御間城入彦五十瓊殖天皇)は、開化天皇(稚日本根子彦大日日天皇)の第二子である。母を伊香色謎命といい、物部氏の遠祖である大綜麻杵の娘である。天皇は生まれつき聡く、幼いころから雄々しい謀を好み、成人すると寛やかで慎み深く、神々を篤く敬い、常に天の業を治め整えようとする心があった。十九歳で皇太子に立った。

元年春正月十三日、皇太子は天皇の位に即いた。皇后を尊んで皇太后とした。この年は太歳甲申である。

二年春二月、御間城姫を立てて皇后とした。大彦命の娘である。これより先、皇后は活目入彦五十狭茅尊(垂仁天皇)、彦五十狭茅命、国方姫命、千千衝倭姫命、倭彦命、五十日鶴彦命を生んでいた。また妃の遠津年魚眼眼妙媛は、紀伊国の荒河戸畔の娘で、豊城入彦命と豊鍬入姫命を生んだ。次の妃の尾張大海媛は、八坂入彦命、渟名城入姫命、十市瓊入姫命を生んだ。

三年秋九月、都を磯城に遷した。これを瑞籬宮という。

四年冬十月二十三日、詔して言った。「我が皇祖の歴代の天皇が位に臨まれたのは、どうして一身のためであろうか。人と神とを養い治め、天下を整えるためである。それゆえ代々その功を明らかにし、時に応じてすぐれた徳を及ぼしてこられた。今、私は大いなる運を承けて民を慈しみ育てている。どうして皇祖の跡を継ぎ、限りない位を永く保たずにいられようか。群卿・百僚よ、それぞれ忠と貞を尽くして、ともに天下を安んじよ。それでよいではないか。」

Emperor Sujin (Mimaki-iribiko-Iniye) was the second son of Emperor Kaika (Waka-Yamato-neko-hiko-Ōhihi). His mother was Ikagashikome no Mikoto, a daughter of Ōhesoki, the distant ancestor of the Mononobe. From birth he was quick of mind; as a child he liked bold plans, and when he grew up he was generous and careful, honored the gods deeply, and always had it in mind to set the work of heaven in order. At nineteen he was made heir.

In the first year, in the first month, on the thirteenth day, the heir took the throne. He raised the former empress to the rank of empress dowager. That year was the year of the elder wood and the monkey.

In the second year, in the second month, he made Mimakihime empress. She was a daughter of Ōhiko no Mikoto. Before this she had borne Ikume-iribiko-Isachi no Mikoto (Emperor Suinin), Hiko-Isachi no Mikoto, Kunikatahime no Mikoto, Chichitsuku-Yamatohime no Mikoto, Yamatohiko no Mikoto, and Ikatsuhiko no Mikoto. Another consort, Tōtsu-Ayume-Makuwashi-hime, a daughter of Arakawatobe of the province of Kii, bore Toyoki-iribiko no Mikoto and Toyosuki-iribime no Mikoto. The next consort, Ōamahime of Owari, bore Yasaka-iribiko no Mikoto, Nunaki-iribime no Mikoto, and Tōchi-ni-iribime no Mikoto.

In the third year, in the ninth month, the capital was moved to Shiki. This is called the palace of Mizugaki.

In the fourth year, in the tenth month, on the twenty-third day, he made a proclamation: "When the emperors of our line, our ancestors, took their place on the throne, was it for their own sakes? It was in order to tend men and gods and to put the realm in order. So in each generation they made their work plain and let their goodness reach the age they lived in. Now I have received this great destiny and I care for the people. How should I not follow the track of my ancestors and hold this endless office secure? Ministers and officials, give your loyalty and your steadfastness, and settle the realm together with me. Would that not be well?"

古事記の中巻でも御真木入日子印恵命は師木水垣宮で天下を治めたとされ、后妃と御子の顔ぶれはおおむね重なるが、古事記は尾張連の祖である意富阿麻比売の子に大入杵命を加え、また倭日子命を葬るとき初めて陵に人垣を立てたと記す点が日本書紀にない。即位を甲申年とし在位を六十八年とする紀年は、古事記が崩年を戊寅年、年齢を168歳とするのと合わず、これを3世紀末から4世紀前半の実年代に置こうとする説と、紀年そのものを編纂時の構成とみる説とが並び立っている。物部氏の遠祖大綜麻杵の娘を母とする系譜は、氏族の伝承が皇統譜に組み込まれた例とみる見方がある。

疫病と、二神を宮の外に祭る

五年、国内に疫病が多く起こり、民の死ぬ者が半ばを過ぎた。

六年、百姓は離散し、そむく者も出て、その勢いは徳をもって治めがたかった。そこで天皇は朝早くに起き、夕べには慎み恐れて、神々に罪を請うた。

これより先、アマテラス(天照大神)と倭大国魂の二神を、ともに天皇の御殿の内に祭っていた。しかしその神の勢いを畏れ、ともに住むには心安らかでなかった。そこでアマテラスを豊鍬入姫命に託して、倭の笠縫邑に祭らせた。そしてそこに磯堅城の神籬を立てた。また倭大国魂神を渟名城入姫命に託して祭らせた。しかし渟名城入姫は髪が落ち、体が痩せて、祭ることができなかった。

In the fifth year there was much sickness in the land, and more than half the people died.

In the sixth year the people scattered from their homes, and some turned against the throne. The force of it could not be settled by good rule alone. So the emperor rose early and was watchful into the evening, and asked the gods to lift the blame from him.

Until then Amaterasu (Amaterasu Ōmikami) and Yamato-no-Ōkunitama had both been worshipped inside the emperor's own hall. But he feared their power and was not easy living together with them. So he entrusted Amaterasu to Toyosuki-iribime no Mikoto and had her worshipped at the village of Kasanui in Yamato, and there he set up a sacred enclosure of firmly planted stone. He also entrusted Yamato-no-Ōkunitama to Nunaki-iribime no Mikoto to be worshipped. But Nunaki-iribime's hair fell out and her body wasted, and she could not carry out the worship.

古事記の中巻にも役病で人民が死に尽きようとした記事はあるが、天照大神と倭大国魂を宮の内から出して別に祭るという記述はなく、この段に対応する記述はない。日本書紀ではこの記事が、垂仁紀の倭姫命の巡行に続く伊勢神宮起源譚の前段をなしている。倭大国魂神を大和神社の、天照大神を檜原神社の起源とする伝えがあるが、笠縫邑の比定地は複数あって定まっていない。

大物主神の託宣と大田田根子

七年春二月十五日、詔して言った。「昔、我が皇祖は大いに大業を開かれた。その後、聖なる業はいよいよ高く、王の風はますます盛んになった。思いがけず、今、私の代になって、たびたび災いが起こる。朝廷に善い政がなく、神々から咎を受けているのではないか。占いによって、災いの起こるもとを究めようではないか。」

三月三日、天皇は神浅茅原に出て、八十万の神々を集めて占い問うた。このとき神がヤマトトトヒモモソヒメ(倭迹迹日百襲姫命)に憑いて言った。「天皇は、どうして国の治まらないことを憂えるのか。もし私を敬い祭るなら、必ずおのずから平らぐだろう。」天皇が「このように教えるのは、どの神か」と問うと、答えて言った。「私は倭国の内にいる神で、名を大物主神という。」

神の言葉を得て、教えのままに祭った。しかしなお験がなかった。天皇は沐浴して身を清め、殿の内を潔くして祈って言った。「私の神への礼はまだ尽きていないのか。どうしてこれほど受け入れられないのか。願わくは夢のうちに教えて、神の恵みを終えてほしい。」

その夜の夢に、一人の貴い人が殿の戸に向かい立ち、自ら大物主神と名のって言った。「天皇よ、もう憂えるな。国の治まらないのは私の意である。もし我が子の大田田根子に私を祭らせるなら、たちどころに平らぐだろう。また海の外の国も、おのずから帰り従うだろう。」

秋八月、倭迹速神浅茅原目妙姫と、穂積臣の遠祖の大水口宿禰と、伊勢麻績君の三人が、同じ夢を見て奏上した。「昨夜、夢に一人の貴い人がいて教えて言いました。『大田田根子命を大物主大神を祭る主とし、また市磯長尾市を倭大国魂神を祭る主とすれば、必ず天下は太平になる』と。」

天皇は夢の言葉を得ていよいよ喜び、天下に告げて大田田根子を求めた。茅渟県の陶邑で大田田根子を見つけて献上させた。天皇は自ら神浅茅原に臨み、諸王卿と八十の諸部を集めて、大田田根子に問うた。「お前は誰の子か。」答えて言った。「父を大物主大神といい、母を活玉依媛といって、陶津耳の娘です。」

冬十一月十三日、物部連の祖の伊香色雄に神への物を分かち配らせ、大田田根子を大物主大神を祭る主とし、長尾市を倭大国魂神を祭る主とした。そののち他の神を祭ることを占うと、吉と出た。そこで別に八十万の神々を祭り、天社・国社と神地・神戸を定めた。これによって疫病は初めて止み、国内はしだいに静まり、五穀は実って、百姓は豊かになった。

八年夏四月十六日、高橋邑の人の活日を、大神の掌酒とした。

冬十二月二十日、天皇は大田田根子に大神を祭らせた。この日、活日は自ら神酒を捧げて天皇に献った。そして歌って言った。

この神酒は 我が神酒ならず

倭成す 大物主の

醸みし神酒

幾久 幾久

こう歌って、神宮で宴をした。宴が終わると、諸大夫たちが歌って言った。

味酒 三輪の殿の

朝門にも 出でて行かな

三輪の殿門を

そこで天皇が歌って言った。

味酒 三輪の殿の

朝門にも 押し開かね

三輪の殿門を

そして神宮の門を開いて出て行った。この大田田根子が、今の三輪君らの始祖である。

九年春三月十五日、天皇の夢に神人が現れて教えて言った。「赤い盾八枚と赤い矛八竿をもって墨坂の神を祭れ。また黒い盾八枚と黒い矛八竿をもって大坂の神を祭れ。」夏四月十六日、夢の教えのとおりに墨坂の神と大坂の神を祭った。

In the seventh year, in the second month, on the fifteenth day, the emperor made a proclamation: "Long ago our ancestor opened this great undertaking wide. After him the sacred work grew higher and the rule of the throne grew fuller. I did not expect that in my own reign disasters would come again and again. Is it that there is no good government at court, and that we are being blamed by the gods? Let us take the omens and get to the bottom of what brings these disasters."

In the third month, on the third day, the emperor went out to the plain of Kamu-asaji, gathered eighty myriads of gods, and put the question by divination. Then a god came upon Yamato-toto-hi-momoso-hime (Yamato-toto-hi-momoso-hime no Mikoto) and spoke: "Why does the emperor grieve that the country is not at peace? If he honors me and makes offerings to me, it will surely settle of itself." The emperor asked, "Which god is it that teaches me this?" The answer came: "I am the god who dwells within the land of Yamato. My name is Ōmononushi."

Having received the god's words, he made offerings as he had been told. Still there was no sign. The emperor bathed and purified himself, cleaned the inside of the hall, and prayed: "Are my rites to the god still not complete? Why are they so little accepted? I ask that you teach me in a dream and finish the favor you are showing me."

That night a noble man stood facing him at the door of the hall in his dream and named himself Ōmononushi: "Emperor, grieve no longer. That the country is not at peace is my own doing. If you have my child Ōtataneko make the offerings to me, it will settle at once, and the lands beyond the sea will submit of themselves as well."

In the eighth month, three people — Yamato-tohaya-Kamu-asaji-hara-Makuwashi-hime, Ōmikuchi no Sukune, distant ancestor of the Hozumi no Omi, and Ise no Omi no Kimi — had the same dream and reported it: "Last night a noble man came in a dream and told us: 'Make Ōtataneko no Mikoto the master of the offerings to Ōmononushi, and make Ichishi no Nagaochi the master of the offerings to Yamato-no-Ōkunitama, and the realm will surely be at peace.'"

The emperor, having these words of the dream too, was the more glad. He had it announced through the land that Ōtataneko was to be found, and Ōtataneko was found in the village of Sue in the district of Chinu and brought to him. The emperor came in person to the plain of Kamu-asaji, gathered the princes and ministers and the eighty corporations, and asked Ōtataneko, "Whose child are you?" He answered, "My father is the great god Ōmononushi. My mother is Ikutamayoribime, a daughter of Suetsumimi."

In the eleventh month, on the thirteenth day, he had Ikagashikoo, ancestor of the Mononobe no Muraji, distribute the offerings to the gods, and made Ōtataneko master of the offerings to the great god Ōmononushi and Nagaochi master of the offerings to Yamato-no-Ōkunitama. After that he took the omens for making offerings to the other gods, and they were favorable. So he made offerings separately to the eighty myriads of gods, and fixed the shrines of heaven and the shrines of the land, and the sacred lands and the sacred households. With this the sickness at last stopped, the country grew quiet by degrees, the five grains ripened, and the people had plenty.

In the eighth year, in the fourth month, on the sixteenth day, Ikuhi, a man of the village of Takahashi, was made brewer to the great god.

In the twelfth month, on the twentieth day, the emperor had Ōtataneko make the offerings to the great god. On that day Ikuhi himself raised the sacred sake and presented it to the emperor, and sang:

This sacred sake is not my sacred sake.

It is the sake brewed by Ōmononushi,

who made Yamato.

How long ago, how long ago.

So he sang, and they feasted at the shrine. When the feast was over, the high officers sang:

Sweet sake of Miwa —

from the hall of Miwa

let us go out by the morning door,

the door of the hall of Miwa.

Then the emperor sang:

Sweet sake of Miwa —

from the hall of Miwa

push open the morning door,

the door of the hall of Miwa.

And he opened the gate of the shrine and went out. This Ōtataneko is the first ancestor of the Miwa no Kimi of today.

In the ninth year, in the third month, on the fifteenth day, a divine figure came to the emperor in a dream and told him: "Make offerings to the god of Sumisaka with eight red shields and eight red spears, and make offerings to the god of Ōsaka with eight black shields and eight black spears." In the fourth month, on the sixteenth day, he made the offerings to the god of Sumisaka and the god of Ōsaka as the dream had told him.

古事記の中巻でも意富多多泥古を神主として御諸山に意富美和之大神を祭らせ、宇陀の墨坂の神に赤色の盾矛、大坂の神に黒色の盾矛を祭ったとするが、古事記は意富多多泥古の出自を活玉依毘売のもとに通う男の衣に麻糸を刺す三輪山説話として語り、日本書紀は父母の名を挙げるだけである。神酒をめぐる三首の歌と掌酒活日の記事は日本書紀にのみ見える。「幾久」の訓と意味には諸説があり、酒を寿ぐ囃し詞とみる説が有力だが定まっていない。

武埴安彦の反逆と箸墓

The Revolt of Takehaniyasuhiko, and the Chopstick Tomb

十年秋九月二十七日、大彦命が和珥坂の上に至ったとき、一人の少女がいて歌った。

御間城入彦はや

己が命を 殺せむと

窃まく知らに

姫遊すも

大彦命はこれを怪しんで、少女に問うた。「お前の言うのは何の言葉か。」答えて言った。「言葉ではありません。ただ歌っただけです。」そしてまた先の歌を歌い、たちまち姿が見えなくなった。

大彦命は還って、ありさまをそのまま奏上した。天皇の姑であるヤマトトトヒモモソヒメ(倭迹迹日百襲姫命)は、聡く賢く、まだ起こらないことを知ることができた。その歌の怪しさを知って、天皇に言った。「これは武埴安彦が謀反しようとしている兆しです。私は聞いています。武埴安彦の妻の吾田媛が、密かに来て倭の香山の土を取り、領巾の端に包んで『これは倭国の物実だ』と祈り、帰っていったと。これによって事のあるのがわかります。早く図らなければ、必ず後れをとるでしょう。」

そこで改めて諸将軍を留めて議った。ほどなく武埴安彦とその妻の吾田媛が謀反を起こし、兵を興して急に至った。それぞれ道を分け、夫は山背から、妻は大坂から、ともに都に入って襲おうとした。

天皇は五十狭芹彦命を遣わして吾田媛の軍を撃たせた。大坂で遮り、ことごとく大いに破った。吾田媛を殺し、その兵卒をみな斬った。

また大彦命と、和珥臣の遠祖の彦国葺を遣わして、山背に向かわせ、埴安彦を撃たせた。そこで忌瓮を和珥の武鐰坂の上に据えた。そして精兵を率いて那羅山に進み登り、陣を張った。このとき官軍が集まって草木を踏みならした。それによってその山を那羅山と名づけた。

さらに那羅山を避けて進み、輪韓河に至って、埴安彦と河を挟んで陣し、互いに挑んだ。それで時の人はその河を改めて挑河と名づけた。今、泉河というのは訛ったものである。

埴安彦が望み見て、彦国葺に問うた。「どういうわけでお前は兵を率いて来たのか。」答えて言った。「お前は天に逆らって道がなく、王室を乱そうとしている。だから義の兵を挙げて、お前の逆らいを討とうとするのだ。これは天皇の命である。」

そこで互いに先を争って射た。武埴安彦がまず彦国葺を射たが、当たらなかった。のちに彦国葺が埴安彦を射て、胸に当てて殺した。その軍衆は脅えて退いた。追って河の北で破り、斬った首は半ばを過ぎ、屍が多く溢れた。それでその所を羽振苑と名づけた。

またその兵卒は怖れて走り、屎が袴に漏れた。そこで甲を脱いで逃げたが、免れないと知って、頭を地につけて「我が君」と言った。それで時の人はその地を屎褌と名づけた。今、樟葉というのは訛ったものである。また伏して頭をつけた所、これを我君という。

このあと、倭迹迹日百襲姫命はオオモノヌシ(大物主神)の妻となった。しかしその神は常に昼は見えず、夜だけ来た。倭迹迹姫命は夫に言った。「あなたはいつも昼は見えないので、はっきりとその尊い顔を見ることができません。願わくはしばらくとどまってください。明日の朝、美しい姿を仰ぎ見たいのです。」大神は答えて言った。「言うことはもっともだ。私は明日の朝、お前の櫛笥に入っていよう。私の形に驚くな。」

倭迹迹姫命は心のうちで密かに怪しんだ。夜が明けるのを待って櫛笥を見ると、美しい小さな蛇がいた。その長さと太さは衣の紐ほどであった。驚いて叫んだ。大神は恥じて、たちまち人の形になり、その妻に言った。「お前は堪えずに、私に恥をかかせた。私も返してお前に恥をかかせよう。」そして大空を踏んで御諸山に登った。

倭迹迹姫命は仰ぎ見て悔い、その場にどすんと座り込んだ。そのとき箸で陰部を突いて亡くなった。そこで大市に葬った。それで時の人はその墓を箸墓と名づけた。

この墓は、昼は人が作り、夜は神が作った。大坂山の石を運んで造った。山から墓まで人民が列をなし、手から手へ渡して運んだ。時の人が歌って言った。

大坂に 継ぎ登れる 石群を

手逓伝に越さば 越しかてむかも

In the tenth year, in the ninth month, on the twenty-seventh day, when Ōhiko no Mikoto had come to the top of the slope of Wani, there was a young girl there who sang:

Mimaki-iribiko, alas —

they mean to take your life,

they come stealing and you do not know it,

and still you dally.

Ōhiko no Mikoto thought this strange and asked the girl, "What are these words of yours?" She answered, "They are not words. I was only singing." She sang the same song over again, and all at once she was not to be seen.

Ōhiko no Mikoto went back and reported exactly what had happened. The emperor's aunt Yamato-toto-hi-momoso-hime (Yamato-toto-hi-momoso-hime no Mikoto) was clear-minded and wise and could know what had not yet happened. She understood the strangeness of the song and said to the emperor: "This is a sign that Takehaniyasuhiko means to rebel. I have heard that his wife Atahime came here in secret, took earth from Mount Kagu in Yamato, wrapped it in the end of her scarf, prayed, saying 'This is the substance of the land of Yamato,' and went home again. By this I know something is afoot. If you do not act early you will surely be too late."

So he kept the generals back and took counsel again. Before long Takehaniyasuhiko and his wife Atahime rebelled, raised troops, and came on suddenly. They took separate roads, the husband from Yamashiro and the wife from Ōsaka, meaning to enter the capital together and attack it.

The emperor sent Isaseribiko no Mikoto to strike Atahime's force. He cut them off at Ōsaka and broke them utterly. He killed Atahime and put all her soldiers to the sword.

He also sent Ōhiko and Hikokunibuku, distant ancestor of the Wani no Omi, toward Yamashiro to strike Haniyasuhiko. They set sacred jars on the top of the slope of Takesuki in Wani. Then they led picked troops up onto Mount Nara and made camp there. At that time the imperial soldiers gathered and trod the grass and trees flat, and from this the mountain was named Nara, the trodden place.

They then went around Mount Nara and came to the river Wakara, and camped facing Haniyasuhiko across the river, each side challenging the other. From this the people of the time renamed the river Idomi, the river of challenge. What is now called Izumi is a corruption of that.

Haniyasuhiko looked across and asked Hikokunibuku, "Why have you come leading troops?" He answered: "You go against heaven and have no regard for right, and you mean to overturn the royal house. So we have raised troops in a just cause to strike down your rebellion. This is the emperor's command."

Then each tried to shoot first. Takehaniyasuhiko shot at Hikokunibuku and missed. Afterward Hikokunibuku shot Haniyasuhiko, struck him in the chest, and killed him. His troops fell back in terror. They were pursued and broken north of the river, and more than half of them were beheaded, so that the bodies lay heaped over the ground. From this the place was named Hafurizono.

His soldiers also ran in fear and fouled their trousers. They stripped off their armor and fled, and when they saw they could not get away they bowed their heads to the ground and said, "My lord." From this the people of the time named the place Kusobakama, the fouled trousers. What is now called Kusuba is a corruption of that. And the place where they lay down and pressed their foreheads to the ground is called Agimi, my lord.

After this Yamato-toto-hi-momoso-hime no Mikoto became the wife of Ōmononushi (Ōmononushi no Kami). But the god was never to be seen by day and came only at night. Yamato-toto-hime said to her husband: "You are never to be seen by day, so I cannot see your face clearly. I ask you to stay a while. Tomorrow morning I want to look up at your beautiful form." The great god answered: "What you say is reasonable. Tomorrow morning I shall be inside your comb box. Do not be startled at my shape."

Yamato-toto-hime wondered at this in secret. She waited for daybreak and looked into the comb box, and there was a beautiful little snake, of the length and thickness of a garment cord. She was startled and cried out. The great god was ashamed, changed at once into human form, and said to his wife: "You could not hold yourself back, and you have shamed me. Now I will shame you in return." And treading the wide sky he climbed Mount Mimoro.

Yamato-toto-hime looked up after him and was full of regret, and sat down hard where she stood. At that moment she pierced her genitals with a chopstick and died. She was buried at Ōchi. From this the people of the time named her tomb the Chopstick Tomb.

This tomb was built by men in the day and by gods at night. They carried the stones of Mount Ōsaka to build it. From the mountain to the tomb the people stood in a line and passed them hand to hand. The people of the time sang:

The stones piled up the slope of Ōsaka —

if we pass them on hand to hand,

can they ever be got across?

古事記の中巻でも大毘古命が山代の幣羅坂で少女の歌を聞き、建波邇安王の謀反を知って日子国夫玖命とともに和訶羅河で射殺す話を伝え、屎褌(久須婆)・伊杼美河(泉河)・波布理曾能という地名起源も共通するが、古事記の歌はより長く後つ戸・前つ戸の句を含み、また謀反を察するのは天皇自身であって倭迹迹日百襲姫命は現れず、妻の吾田媛の記事もない。大物主神との婚姻と箸墓の話は日本書紀にのみ見え、古事記は同じ三輪山型の説話を大田田根子の出自として語る。奈良県桜井市の箸墓古墳を倭迹迹日百襲姫命の墓とする宮内庁の治定に対し、考古学では築造年代を3世紀中葉から後半に置く測定結果をめぐって被葬者論と初期大和政権の年代論が続いている。

四道将軍の派遣

十年秋七月二十四日、群卿に詔して言った。「民を導く本は教化にある。今すでに神々を礼り、災害はみな尽きた。しかし遠く荒れた地の人々は、なお正朔を受けていない。これはまだ王の教化に馴れていないからである。群卿を選んで四方に遣わし、私の定めを知らせよ。」

九月九日、大彦命を北陸に遣わし、武渟川別を東海に遣わし、吉備津彦を西道に遣わし、丹波道主命を丹波に遣わした。そして詔して言った。「もし教えを受けない者があれば、兵を挙げて討て。」こうしてともに印綬を授け、将軍とした。

冬十月一日、詔して言った。「今、そむいた者はことごとく誅に伏し、畿内には事もない。ただ海の外の荒ぶる俗は、騒ぎがまだ止まない。四道の将軍らは、今すぐに発て。」二十二日、将軍らはともに道に発った。

十一年夏四月二十八日、四道の将軍が、戎夷を平らげたありさまを奏上した。この年、異なる俗の者が多く帰り、国内は安らかになった。

In the tenth year, in the seventh month, on the twenty-fourth day, the emperor made a proclamation to his ministers: "The root of leading the people is teaching. We have now made our offerings to the gods and the disasters have all run out. But the people of the far and rough districts still do not take our calendar. This is because they are not yet used to the rule of the throne. Choose ministers and send them to the four quarters to make my ordinances known."

In the ninth month, on the ninth day, he sent Ōhiko no Mikoto to the northern land, Takenunakawawake to the eastern sea road, Kibitsuhiko to the western road, and Tanba no Michinushi no Mikoto to Tanba. And he ordered them: "If there are any who will not accept the teaching, raise troops and strike them." He gave each of them a seal and its ribbon and made them generals.

In the tenth month, on the first day, he proclaimed: "Now those who rebelled have all been put to death and the home provinces are quiet. Only the rough people beyond the sea are still not still. Generals of the four roads, set out at once." On the twenty-second day the generals set out together.

In the eleventh year, in the fourth month, on the twenty-eighth day, the generals of the four roads reported how they had settled the outlying peoples. That year many people of other customs came in and submitted, and the country was at peace.

古事記の中巻は派遣を大毘古命(高志道)、建沼河別命(東方十二道)、日子坐王(旦波国)の三方とし、吉備津彦と丹波道主命を挙げない点で日本書紀と異なる。「四道将軍」という語は日本書紀の本文にはなく後代の呼称であり、派遣先の道の区分に律令制の五畿七道の観念が遡らせて用いられているとみる説がある。将軍の名を負う氏族の祖の伝承が編纂の際に一つの記事にまとめられたとする見方と、初期の大和政権による広域統合の記憶を伝えるとみる見方とが並び立っている。

十二年春三月、詔して言った。「私は初めて天の位を承け、宗廟を保った。しかし明らかさに蔽われるところがあり、徳は民を安んじるに足りなかった。それゆえ陰陽は乱れ違い、寒さ暑さは順を失い、疫病が多く起こって、百姓は災いを蒙った。しかし今、罪を解き過ちを改め、神々を篤く礼り、また教えを推し広め弱きを扶けて、民を安んじ和らげた。そしてついに人民は所を得て、天下は太平となった。」

秋九月、初めて人民を調べ、改めて課役を科した。これを男の弓端の調、女の手末の調という。これによって天つ神と国つ神はともに和らぎ受け、風雨は時に順い、五穀は実り、家は足り人は満ちて、天下は大いに平らかになった。そこで御肇国天皇と称えた。

十七年秋七月一日、詔して言った。「船は天下の要用である。今、海辺の民は船がないために、歩いて運ぶことに甚だ苦しんでいる。諸国に令して、船舶を造らせよ。」冬十月、初めて船舶を造った。

四十八年春正月十日、天皇は豊城命と活目尊に勅して言った。「お前たち二人の子は、慈しみ愛することがともに等しく、どちらを嗣とすべきかわからない。それぞれ夢を見よ。私は夢によって占おう。」

二人の皇子は命を受け、身を清めて祈り、寝てそれぞれ夢を見た。夜明けに、兄の豊城命が奏上して言った。「自ら御諸山に登り、東に向かって八度矛を突き出し、八度刀を振りました。」弟の活目尊が奏上して言った。「自ら御諸山の嶺に登り、縄を四方に張りわたして、粟を食う雀を追い払いました。」

天皇は夢を比べて、二人の子に言った。「兄はもっぱら東に向かった。だから東の国を治めよ。弟はあまねく四方に及んだ。だから私の位を継げ。」夏四月十九日、活目尊を立てて皇太子とし、豊城命に東の国を治めさせた。これが上毛野君・下毛野君の始祖である。

六十二年秋七月二日、詔して言った。「農は天下の大本であり、民が頼って生きるところである。今、河内の狭山の埴田は水が少ない。それでその国の百姓は農事を怠っている。多く池溝を開いて、民の生業を寛やかにせよ。」冬十月、依網池を造った。十一月、苅坂池と反折池を作った。一説には、天皇は桑間宮にいてこの三つの池を造ったという。

六十五年秋七月、任那国が蘇那曷叱知を遣わして朝貢させた。任那は筑紫国を去ること二千余里、北は海を隔てて、鶏林の西南にある。

But my sight was clouded in places and my goodness was not enough to settle the people. So the two principles fell out of order, cold and heat lost their sequence, sickness broke out again and again, and the people suffered. Now, however, I have loosened the blame and corrected my faults, honored the gods deeply, spread the teaching, supported the weak, and brought the people to rest. At last the people have their places and the realm is at peace."

In the ninth month the people were counted for the first time, and taxes and labor were newly assessed. These are called the bow-end tax of the men and the hand-end tax of the women. By this the gods of heaven and the gods of the land were both content, the wind and rain came in season, the five grains ripened, houses had enough and people were many, and the realm was greatly at peace. So he was given the name of the emperor who first ruled the country.

In the seventeenth year, in the seventh month, on the first day, he proclaimed: "Ships are of the first necessity to the realm. Now the people of the coast, having no ships, suffer badly from carrying loads on foot. Order the provinces to build ships." In the tenth month the building of ships began.

In the forty-eighth year, in the first month, on the tenth day, the emperor said to Toyoki no Mikoto and Ikume no Mikoto: "I love you two sons equally and I do not know which to make my heir. Each of you dream a dream. I will judge by the dreams."

The two princes took the command, purified themselves, prayed, and slept, and each had a dream. At dawn the elder, Toyoki no Mikoto, reported: "I climbed Mount Mimoro myself, and facing east I thrust a spear eight times and swung a sword eight times." The younger, Ikume no Mikoto, reported: "I climbed to the summit of Mount Mimoro myself and stretched ropes out to the four quarters to drive off the sparrows that were eating the millet."

The emperor compared the dreams and said to his sons: "The elder faced east only. So let him govern the eastern land. The younger reached out to all four quarters. So let him succeed to my place." In the fourth month, on the nineteenth day, he made Ikume no Mikoto heir apparent and set Toyoki no Mikoto to govern the eastern land. He is the first ancestor of the Kimi of Kamitsuke and Shimotsuke.

In the sixty-second year, in the seventh month, on the second day, he proclaimed: "Farming is the great foundation of the realm, and it is what the people live by. Now the clay fields of Sayama in Kawachi have little water, and so the people of that province neglect their farming. Open many ponds and channels and give their work more room." In the tenth month the pond of Yosami was made. In the eleventh month the ponds of Karusaka and Sakaori were made. One account says the emperor was living in the palace of Kuwama when he made these three ponds.

In the sixty-fifth year, in the seventh month, the land of Mimana sent Sonakashichi to bring tribute. Mimana is more than two thousand ri from the province of Tsukushi. It lies with the sea to its north, southwest of Kyerim.

古事記の中巻も「男の弓端の調、女の手末の調」を課したことと「初国知らしし御真木天皇」の称を伝えるが、船を造る詔、豊城命と活目尊の夢占い、河内の池溝、任那の朝貢はいずれも日本書紀にのみ見える。任那(加耶)については、日本書紀のこの種の記述を4〜6世紀の倭による半島支配の証とする読みは現在の研究ではほとんど採られず、加耶諸国を独自の政治体とみる理解が日韓の研究者に広く共有されている。崇神六十五年という紀年をそのまま実年代に置く見方も採られていない。

出雲の神宝と出雲振根

六十年秋七月十四日、群臣に詔して言った。「武日照命が天から持って来た神宝が、出雲大神の宮に蔵められている。これを見たい。」そこで矢田部造の遠祖の武諸隅を遣わして、献上させた。

このとき、出雲臣の遠祖の出雲振根が神宝を管していた。しかし筑紫国に行っていて、会うことができなかった。その弟の飯入根が、天皇の命を受けて、神宝を弟の甘美韓日狭と子の鸕濡渟に付けて献上した。

やがて出雲振根が筑紫国から還って来て、神宝が朝廷に献られたことを聞き、その弟の飯入根を責めて言った。「数日待てばよかったものを、何を恐れて、たやすく神宝を渡したのか。」こうして年月が経っても、なお恨みと怒りを懐き、弟を殺す心を持った。

そこで弟を欺いて言った。「このごろ、止屋の淵に菨薐が多く生えている。ともに行って見たい。」弟は兄に従って行った。これより先、兄は密かに木の刀を作っていた。その形は真の刀に似ていた。そのとき兄はそれを佩き、弟は真の刀を佩いて、ともに淵のほとりに至った。

兄が弟に言った。「淵の水は清く冷たい。ともに泳ぎ浴びたい。」弟は兄の言葉に従い、それぞれ佩いた刀を解いて淵のほとりに置き、水に入って浴びた。兄が先に陸に上がり、弟の真の刀を取って自ら佩いた。あとから弟が驚いて、兄の木の刀を取った。そして相い闘ったが、弟は木の刀を抜くことができなかった。兄は弟の飯入根を撃って殺した。

時の人が歌って言った。

八雲立つ 出雲梟帥が 佩ける大刀

黒葛多巻き さ身無しにあはれ

甘美韓日狭と鸕濡渟は朝廷に参り向かい、そのありさまを詳しく奏上した。そこで吉備津彦と武渟河別を遣わして、出雲振根を誅した。出雲臣らはこの事を畏れて、しばらく大神を祭らなかった。

このとき、丹波の氷上の人で氷香戸辺という者が、皇太子の活目尊に申し上げて言った。「私の子に小児がおります。それがひとりでにこう言うのです。『玉菨鎮石。出雲人の祭る、真種の甘美鏡。押し羽振る、甘美御神、底宝御宝主。山河の水に泳ぐ御魂、静かに挂かる甘美御神、底宝御宝主。』これは小児の言葉ではありません。もしや神が憑いて言うのでしょうか。」皇太子は天皇に奏上した。そこで勅して、これを祭らせた。

In the sixtieth year, in the seventh month, on the fourteenth day, the emperor said to his ministers: "The sacred treasures that Takehinateru no Mikoto brought down from heaven are stored in the shrine of the great god of Izumo. I want to see them." So he sent Takemorozumi, distant ancestor of the Yatabe no Miyatsuko, to have them presented.

At that time Izumo-furune, distant ancestor of the Izumo no Omi, had charge of the treasures. But he had gone to the province of Tsukushi and could not be met. His younger brother Ihiirine received the emperor's command and handed the treasures to his younger brother Umashikarahisa and his son Ukazukunu to be presented at court.

Before long Izumo-furune came back from Tsukushi. Hearing that the treasures had been presented at court, he blamed his brother Ihiirine: "You had only to wait a few days. What were you afraid of, that you gave up the sacred treasures so easily?" Months and years went by and he still held his resentment and anger and meant to kill his brother.

So he deceived his brother, saying: "Lately a great deal of water grass has grown at the pool of Yamuya. I want us to go and see it." The younger brother went along with him. Before this the elder had secretly made a wooden sword whose shape was like a real one. That day he wore it, while his brother wore his real sword, and the two came to the edge of the pool.

The elder said to the younger: "The water of the pool is clear and cold. Let us swim and bathe together." The younger did as his brother said. Each took off the sword he wore and laid it at the edge of the pool, and they went into the water. The elder came up on the bank first, took his brother's real sword, and put it on himself. The younger came up after, startled, and took his brother's wooden sword. Then they fought, and the younger could not draw the wooden sword. The elder struck his brother Ihiirine and killed him.

The people of the time sang:

The sword worn by the warrior chief of Izumo,

where the many clouds rise —

wound about many times with black vine,

and no blade inside it. What a pity.

Umashikarahisa and Ukazukunu went to the court and reported the whole matter in detail. The emperor then sent Kibitsuhiko and Takenunakawawake to put Izumo-furune to death. The Izumo no Omi were afraid at this and for a time did not make offerings to the great god.

At that time a man of Hikami in Tanba named Hikatobe said to the heir apparent Ikume no Mikoto: "I have a small child, and of himself he says this: 'The jewel water-weed, the stone that holds it down. The mirror of true seed, sweet and fair, that the people of Izumo worship. The god sweet and fair, sweeping his wings, master of the treasure at the bottom, the treasure below. The spirit that swims in the water of mountain and river, the god sweet and fair who hangs there quiet, master of the treasure at the bottom, the treasure below.' These are not a child's words. Can it be that a god is speaking through him?" The heir apparent reported it to the emperor, and the emperor gave orders for these to be worshipped.

出雲の神宝をめぐるこの一連の記事に、古事記の中巻で対応する記述はない。古事記は出雲の神と皇子の関わりを垂仁段の本牟智和気の話として別に伝え、神宝の献上と兄弟の殺し合いを語らない。氷香戸辺の子が唱えたという詞章は訓読が定まらず、古い祝詞の断片とみる説と後の付加とみる説がある。出雲振根の誅殺を、出雲の在地勢力が中央の祭祀秩序に組み込まれていく過程の伝承として読む見方が提出されている。

崩御と山辺道上の陵

六十八年冬十二月五日、天皇は崩じた。時に年は百二十歳であった。

明くる年の秋八月十一日、山辺道上陵に葬った。

In the sixty-eighth year, in the twelfth month, on the fifth day, the emperor died. He was one hundred and twenty years old.

In the following year, in the eighth month, on the eleventh day, he was buried in the tomb above the Yamanobe road.

古事記の中巻は崩年を戊寅年十二月、年齢を168歳とし、陵を「山辺道の勾の岡の上」とするのに対し、日本書紀は120歳、山辺道上陵として、年齢も陵の呼び名も一致しない。崇神の崩年干支を実年代に置く試みは、古事記の戊寅を318年とみる説と258年とみる説などに分かれ、定説はない。この陵は現在、奈良県天理市の行燈山古墳に治定されているが、その築造年代と崇神紀の紀年との整合については議論が続いている。
