Accession, Lineage, and the Palace of Toyora in Anato
Emperor Chūai (Tarashinakatsuhiko) was the second son of Yamato Takeru. His mother was Futajiirihime no Mikoto, a daughter of Emperor Suinin. He was well made in face and body, and ten feet tall. On the first day of the third month of the forty-eighth year of Emperor Seimu, at the age of 31, he was made heir. In the sixtieth year Emperor Seimu died.
On the eleventh day of the first month of the first year the heir took the throne. On the first day of the ninth month his mother the empress was raised to the rank of empress dowager.
In the eleventh month of winter he gave orders to the officials, saying: "Before I had come of age my father died, and his spirit became a white bird and rose to heaven. Not a day passes in which my longing for him rests. I wish to obtain white birds and keep them in the pond within the precinct of his tomb, so that by looking at the birds I may comfort that longing." The provinces were then ordered to send white birds.
In the intercalary eleventh month the land of Koshi sent four white birds. The men carrying them lodged by the river of Uji. Ashikami no Kamamiwake no Ōkimi saw the white birds and asked, "Where are these white birds going?" The men answered, "They are the white birds the emperor has asked for." Kamamiwake took the birds from them and said, "White birds they may be, but roast them and they turn into black birds." The men went back and reported this. The emperor resented that Kamamiwake had shown no respect toward his late father, and sent troops to put him to death. Kamamiwake was the emperor's younger half-brother. People of that time said, "A father is heaven, an elder brother is a lord. To make light of heaven and to go against one's lord — how can such a one escape being put to death?"
On the eleventh day of the first month of the second year, Okinagatarashihime no Mikoto (Empress Jingū) was made empress. Before this the emperor had taken as consort Ōnakatsuhime, a daughter of his uncle Hikohito no Ōe, and she bore Prince Kagosaka and Prince Oshikuma. Another consort, Otohime, a daughter of Ōsakanushi, ancestor of the Kukumata no Miyatsuko, bore Prince Homuyawake.
On the sixth day of the second month the emperor went to Tsunuga, where a temporary palace was raised and he lived in it. It is called the palace of Kehi. In this month a granary was established in Ahaji.
On the fifteenth day of the third month the emperor made a tour of the southern country. He left the empress and the officials at Tsunuga, went with a small following into the land of Kii, and stayed at the palace of Tokorotsu. At this time the Kumaso turned against him and sent no tribute. Intending to strike the land of the Kumaso, the emperor set out from Tokorotsu, went by sea, and made for Anato. That same day he sent a messenger to Tsunuga with orders for the empress: "Set out from that harbour at once, and meet me at Anato."
On the tenth day of the sixth month of summer the emperor anchored at the harbour of Toyora. The empress set out from Tsunuga, came to the strait of Nuta, and took a meal on board her ship. Many sea bream gathered beside the ship. The empress poured sake over the fish, and the fish grew drunk and floated up. The fishermen took many of them and rejoiced, saying, "These are fish given us by a sage sovereign." That the fish of that place float tilted over as if drunk when the sixth month comes is owing to this.
On the fifth day of the seventh month of autumn the empress anchored at the harbour of Toyora. On that day she found a wish-granting jewel in the sea.
In the ninth month a palace was built at Anato and he lived there. It is called the palace of Toyora in Anato.
The Progress to Tsukushi and the Council on the Kumaso
On the fourth day of the first month of the eighth year the emperor went to Tsukushi. Kumawani, ancestor of the district lords of Oka, heard that the emperor was coming. Beforehand he pulled up a sakaki tree of five hundred branches and set it on the prow of a ship nine fathoms long: on the upper branches he hung a white-copper mirror, on the middle branches a sword of ten handbreadths, and on the lower branches a jewel of eight feet. He came out to meet the emperor at the bay of Saba in Suō and presented him with fishing grounds and salt grounds. Then he said: "From Anato as far as the great ferry of Mukatsuno shall be the eastern gate, and the great ferry of Nagoya the western gate. The islands of Motori and Ahe shall be marked off as your box, Shiba island shall be divided off as your pan, and the sea of Sakami shall be your salt ground."
He then guided them along the sea road. They rounded the cape of Yamaga and entered the bay of Oka. When they came to the harbour mouth the emperor's ship would not go forward. The emperor asked Kumawani: "I have heard that you, Kumawani, came to meet me with a clear heart. Why does the ship not go forward?" Kumawani said: "That the ship does not go forward is no fault of mine. At the mouth of this bay there are two gods, one male and one female. The male god is called Ōkuranushi, the female god Tsuburahime. It must be the will of these gods." The emperor prayed, and had Igahiko, a man of Uda in the land of Yamato who steered the ship, act as priest and make offerings to them. Then the ship was able to go on.
The empress was in a separate ship and entered by the sea of Kuki. The tide went out and she could not go forward. Kumawani turned back and came from Kuki to meet her, and when he saw that her ship could not move he was afraid. In haste he made a fish pond and a bird pond and gathered fish and birds into them. The empress watched the fish and birds at play, and her anger gradually softened. When the tide rose she anchored at the harbour of Oka.
Itote, ancestor of the district lords of Ito in Tsukushi, also heard of the emperor's progress. He pulled up a sakaki tree of five hundred branches and set it at the prow and stern of his ship: on the upper branches he hung a jewel of eight feet, on the middle branches a white-copper mirror, and on the lower branches a sword of ten handbreadths. He came out to meet the emperor at the island of Hiki in Anato and presented them, saying: "The reason I dare to present these things is this: that the emperor may govern the realm with a skill as fine as the curving of the jewel of eight feet; that he may look upon mountains, rivers, and the plain of the sea as clearly as the white-copper mirror; and that he may take up this sword of ten handbreadths and make the realm level." The emperor praised Itote and said, "Isoshi." For this reason people of that time named Itote's own country the land of Iso. That it is now called Ito is a corruption of that name.
On the twenty-second day he came to the district of Na and stayed at the palace of Kashihi.
On the fifth day of the ninth month of autumn he gave orders to his ministers and took counsel on striking the Kumaso.
The Oracle of the God and the Emperor's Disbelief
At this time a god possessed the empress and instructed him, saying: "Why does the emperor grieve that the Kumaso do not submit? That is a land of flesh along the spine, an empty land. Is it worth raising an army against? There is a land richer in treasure than this one, a land across the sea, like a maiden's painted brows. Gold and silver and colours that dazzle the eye are there in plenty. It is called the land of Silla of the paper-mulberry quilt. If you worship me well, then without a blade being stained with blood that land will surely submit of itself. And the Kumaso too will submit. For that worship take as offerings the emperor's own ship, and the rice land presented by Hotachi, governor of Anato, which is called Ōta."
The emperor heard the words of the god and doubted them in his heart. He climbed a high hill and looked far out, but the great sea was wide and distant and no land could be seen. He said to the god: "I have looked all around, and there is sea but no land. How can there be a land in the empty sky? What god is it that leads me on for nothing? Besides, my ancestors, the emperors before me, worshipped all the gods of heaven and earth. Can there be a god left out?"
Then the god possessed the empress again and said: "Why do you say there is no land and speak ill of my words, of a land that I see pressed flat beneath me like a reflection in water under heaven? If you, the king, speak in this way and in the end do not believe, you will not obtain that land. But now the empress has conceived for the first time. Her child, perhaps, will obtain it."
Even so the emperor did not believe. He attacked the Kumaso by force, could not win, and turned back.
The Death of the Emperor, and an Alternative Account
On the fifth day of the second month of the ninth year the emperor suddenly felt pain in his body, and on the following day he died. He was 52 years old. It was thus known that he had died early because he did not act on the words of the god.
One account says: the emperor struck at the Kumaso in person, was hit by an arrow of the enemy, and died.
The Death Concealed, and the Temporary Interment at Toyora
Thereupon the empress and the chief minister Takeuchi no Sukune concealed the emperor's death and did not let the realm know of it. The empress gave orders to the chief minister and to Ikatsu no Muraji of the Nakatomi, Ōtomonushi no Kimi of the Ōmiwa, Ikui no Muraji of the Mononobe, and Takemotsu no Muraji of the Ōtomo, saying: "The realm does not yet know that the emperor has died. If the people learn of it, some may grow slack." She then charged the four ministers to take the officials and guard the palace. The emperor's body was taken up in secret and given to Takeuchi no Sukune, who carried it by sea to Anato and laid it in the palace of Toyora, in a temporary interment made without fire.
On the kinoe-ne day the chief minister Takeuchi no Sukune came back from Anato and made his report to the empress.
In this year, because of the campaign against Silla, the emperor could not be buried.
